Abstract

The project is about using gender budgeting to strengthen the capacity of the Afghanistan Government to implement the National Action Plan for the Women of Afghanistan (NAPWA) which serves as its primary vehicle for implementing its commitments on women’s empowerment and gender equality. It is suggested that it will be executed by UNIFEM and implemented by key agencies of government including its national women’s machinery and finance ministry, with NGOs and civil society organizations as collaborators. Its main components are: (i) creation of oversight policy mechanism on gender budgeting, (ii) engagement and partnership enhancement with line ministries and stakeholders, (iii) gender analysis of policy/programme/budget of pilot ministries and the national budgeting process, (iv) institutional capacity development on gender budgeting, and (v) development of information materials on gender budgeting.
